I think wikiGH is the wrong place to come looking for this rather sensitive report because of the fact that it is political.

I don't know what the others may think but I personally can only talk about what is available in the public domain and this report apparently isn't...sadly.

but the report itself i could not find. on the ghana articles
references are added and deleted. i know you discussed it here many
times, but i must admit i have difficulties to understand your
viewpoint on this, having no background information. what do you
think?
