In the context of Wikimedia DC, membership refers precisely to being a voting member of the corporation. You get the privilege of voting in annual elections and participating in membership meetings as a voting member. It costs $10/year and you have the option to contribute more. That being said, membership is not required to participate. You can go to every single event, be a very helpful volunteer, and do a bunch of other things, but never actually sign up as a member. There are different modes of participating, and being a dues-paying member is just one of them.
