Honestly the bid doesnt look a winning bid, .. yet?
The first problem I see is the team doesnt appear to have anyone living in Bali. I am not sure that can be fixed, as I am not aware of many (regular) Wikipedians on Bali - I know of a few expats who support Wikipedia and they edit infrequently, but I doubt they would be keen to be part of a conference organisation team.
Other issues that can be fixed are lack of details regarding venue, program and budget.

I wouldn't worry about that, simply because the most recent Wikimania was in Hong Kong which isn't half a planet away from Bali. Every Wikimania has been at least 6 hours on a plane from the two previous Wikimanias, so I doubt the worldwide community would want another western pacific Wikimania until at least 2016.
