Hi guys,
There's talk right now on the Facebook group about a proposed Asian Wikimedia meeting, similar to the Central and Eastern Europe meeting held last year in Belgrade. What do you guys think?
For reference, information on the CEE meeting may be found here: http://meta.wikimedia.org/wiki/Wikimedia_CEE_Meeting_2012.

Good idea. But we have to consider about the city, because unlike Europe, Asian countries are separated.

I too, think it's a fabulous idea for us to get together in our cities. As Kevin said, selecting a hosting city is one of the most important point for successful convention.
My recommendation, in addition to Hong Kong, which was mentioned on Facebook, is the following four countries, as they have generous visa policy and direct flights from most Asian countries.
http://en.wikipedia.org/wiki/Visa_requirements_for_South_Korean_citizens#Asi... South Korea http://en.wikipedia.org/wiki/Visa_policy_of_the_Philippines - Philippines http://en.wikipedia.org/wiki/Visa_policy_of_Thailand Thailand http://en.wikipedia.org/wiki/Visa_policy_of_Malaysia - Malaysia
We also need to consider how well the local hosting group is organized. For me, Hong Kong, Philippines, and South Korea seem to exceed among those in this regard. Anyone from these countries who are willing to welcome Asian Wikimedians?

I agree with Tomo regarding visa policy. In addition to four countries mentioned, I'd like to add http://en.wikipedia.org/wiki/Visa_policy_of_Singapore to the list as well.
As far as I know, Singapore, Malaysia and Thailand are probably the best locations if you consider availability of low-cost airline connections. http://en.wikipedia.org/wiki/List_of_low-cost_airlines#Asia
However, I have to admit that we don't have the capacity to organize an international event on our own. We can only help you book a reasonable accommodation and venue. What do you think of this?

I agree Singapore is also a good option, as it is readily accessable by everyone,
Hong Kong would give the organsiors of Wikimania a chance to test on smaller scale with less pressure to perform, though could also have a negative affect on local sponsors, causing a drain on local resources.
The malaysia visa concern raise is something that would need to be checked,
Thailand, Philipines are both options....
Why not just see what each place can organise before the end of the year 31 Dec, run with the best option decided by mid 15 Jan that give a clear 4 months to organise.
For those that dont know I'm Australia and its too expensive, we lack sufficient available accommodation and cheep flights to Perth to even suggest here Gnangarra

I don't think there is going to be much interest from Thai editors to attend any meetups, at least not outside Thailand. At the last attempt in Thailand only Tawetham and I came to a meeting. Anywhere else, especially the Philippines, would be far too far away even for me here in Thailand. I don't know if Tawetham (Thai Wikipedia) would be prepared to travel to Asia from Australia to a meeting.
Currently the effort is on creating a Thai work group, if not immediately a chapter, in order to secure scholarships for Thai editors to go to 'fairly' nearby Wikimania in Hong Kong next year. ASAIK, Thai Wikipedians were not present in Washinton.

For cultural reasons, I do not consider Australia as part of South East Asia. Geographically, Australians may consider themselves part of Asia, but in my opinion it stops there. Help from the rich Australia chapter is however always welcome for the poorer, Asian language Wikis that outside India appear to be largely ignored by the Foundation.

I do not follow Facebook for several reasons: I abhor social networking sites in any shape or form due to their misuse, hacking, and abuse of confidential content and registration data; I refuse to acknowledge therefore that Wikipedia editors should be forced to use them to stay up to date. Any important discussions, IMHO, should be kept on -Wiki, or at least n official mailing lists.

As an idea - seeing as Wikimania will be in Hong Kong, would it be preferable to focus on that in 2013 and have an Asian Wikimedia meeting in 2014?
Many people/chapters have limited resources and may have to choose between an Asian Wikimedia meeting and WM2013.
Another option is to choose a location which has a short, cheap, high traffic route to Hong Kong (such as Singapore or Kuala Lumpur) and have the meeting the week before or after WM2013? Similar to what New York did with Wikimania Takes Manhattan this year.

Charles

Siska and I are going to be in Bangkok before and after Wikimania.
User:JJ_Harrison is going to be in Thailand next year.
I think we could organise a meeting in Bangkok for local people who cant attend Wikimania.
It would be good to organise an event each year in an Asian country that doesnt have a chapter, where international attendees are helped by the locals but not like a conference where everything is taken care of - the international attendees take care of their own bookings etc. This will help those countries develop a core group who can start a chapter.

I think there are two separate points:
A. Cost of travel, accommodation, venue, visa, etc. It really depends on how long we are going to stay and how many people from each country are attending. However, I believe that Kuala Lumpur, Singapore and Bangkok are competitive for in this respect.
B. Benefit/Burden to local people You can think of the meeting as a benefit or a burden to the host if there is an interaction with the local. For Bangkok, I can't guarantee that my colleagues or I will present there physically. However, we can help you to find reasonable ticket/accommodation and offer some tips to avoid troubles (getting ripped off or food poisoning).
I agree with John in general that we should move around if possible. If a chapter or local group exists, we can and should definitely interact with them. However, if it doesn't exist yet, we perhaps need to demonstrate to them how it looks like. But bear in mind the language and cultural differences! Many local contributors do not speak English and have various opinions that you may find them strange.
Whether Australia should be part of Asia is always a hotly debate subject. I don't know the answer but I'd like to draw your attention to (1) the Australian government recent white paper: http://www.pm.gov.au/press-office/australia-asian-century-white-paper-austra... "All students will have continuous access to a priority Asian language—Chinese (Mandarin), Hindi, Indonesian and Japanese." (2) the contribution statistics: http://stats.wikimedia.org/wikimedia/squids/SquidReportPageEditsPerLanguageB... http://stats.wikimedia.org/wikimedia/squids/SquidReportPageViewsPerLanguageB... Australia is listed under Chinese, Cantonese, Korean, and Tamil Wikipedias.

ASAIK, Thai Wikipedians were not present in Washinton.
I believe the only Southeast Asians at Wikimania this year was a Filipino (the treasurer of Wikimedia Philippines), a Malaysian, and I believe 1-2 Vietnamese people. Please correct me if I'm wrong.
If we are to consider though the general definition of what this mailing list is for (which is for everyone in Asia, from Turkey to Australia and Russia to Indonesia), there were quite a number of Asian people there: this was evidenced at the number of people who attended the Wikimedia Asia lunch at Wikimania.

Dear Wikimedians,
Greetings from India . It is great to see lot of discussion around an Asia meetup. Should we have our conversations in a focused manner on a meta page?
So far the conversations seem to veer around:
When Where Funding Australia and Asia
Are we looking at a small gathering like the chapters meeting in Germany or a larger group of wikimedians from the region?
Should we start a page at http://meta.wikimedia.org/wiki/Wikimedia_Asiapac_Meeting and start by defining its goal and objectives?
We should do as an annual event in APAC. In my view the need is compelling.

Those who organise the various Wikimanias tend to ignore the fact that people in developing or emerging economies only have a fraction of the spending power of those in Western style countries. There are 'islands ' of Western level economy in Asia such as Taiwan, S. Korea, HK, and Singapore, but foreign travel is almost out of the question for the majority of citizens of Thailand, Burma, Laos, Vietnam, Cambodia, and perhaps Malaysia, and Indonesia and countries of the Indian sub continent.
Until the Foundation is prepared to rethink its scholarship funding in order to bring it in line with its Global South policy, with the paucity of funding available for the travel of volunteer Wikipedians compared to the massive travel budgets allowed for Foundation employees, in my opinion the effort should be to concentrate on getting Asian editors to Wikimania Hong Kong. They were extremely poorly represented at Wikimania DC.

However, I have to admit that we don't have the capacity to organize an international event on our own. We can only help you book a reasonable accommodation and venue. What do you think of this?

I too, think it's a fabulous idea for us to get together in our cities. As Kevin said, selecting a hosting city is one of the most important point for successful convention.
My recommendation, in addition to Hong Kong, which was mentioned on Facebook, is the following four countries, as they have generous visa policy and direct flights from most Asian countries.
http://en.wikipedia.org/wiki/Visa_requirements_for_South_Korean_citizens#Asi...
- South Korea
http://en.wikipedia.org/wiki/Visa_policy_of_the_Philippines - Philippines http://en.wikipedia.org/wiki/Visa_policy_of_Thailand Thailand http://en.wikipedia.org/wiki/Visa_policy_of_Malaysia - Malaysia
We also need to consider how well the local hosting group is organized. For me, Hong Kong, Philippines, and South Korea seem to exceed among those in this regard. Anyone from these countries who are willing to welcome Asian Wikimedians?

Good idea. But we have to consider about the city, because unlike Europe, Asian countries are separated.

Manila is 1,361 miles from Bangkok. Jakarta is even farther, at 1,420 miles. As I was recently in Thailand, I can easily say that the Philippines is not as far as you claim it is.
(On the other hand, it would beneficial if we had a more central location. Based on my calculations, the most central location is Vietnam. But economically, the cost of having a meeting in the Philippines, or even Indonesia, offsets the distance, as it would be cheaper to hold a meeting there than in Singapore or Malaysia.)
Currently the effort is on creating a Thai work group, if not immediately a chapter, in order to secure scholarships for Thai editors to go to 'fairly' nearby Wikimania in Hong Kong next year.

a) Asia and Pacific were grouped together.
b) That grouping recieved the appropriate number of scholarships.

We should build a list of Wikimedians who havent gone to Wikimania yet and help them get the scholarships.

Another option is to choose a location which has a short, cheap, high traffic route to Hong Kong (such as Singapore or Kuala Lumpur) and have the meeting the week before or after WM2013? Similar to what New York did with Wikimania Takes Manhattan this year.

I was in Washington and on the last day there was at short notice an impromptu Wiki Asia meetup lunch organised which was attended by over 20 people, it was from that group that this mailing list was started. There was also many people who had other arrangements or hadnt even got the message that didnt attend. I think there is a misconception that not many people attended, when the reality would be more like judging the size of an iceberg from what is seen above the water only.
One thing I do suggest is that then when people are moving around the region for whatever reason we should be encouraging them to allow a couple of hours to meet the locals if at all possible.

I was at that lunch. There was no one from Thailand except me - and I'm just a Brit who has been living there for the last 14 years, so let's be objective rather rather than using icebergs for metrics.
In my opinion, it is not helpful to group Asia-Pacific together for scholarship allocations, particulary in view of the huge disparities in the economies of the countries in that region. When I tried to address this during Wikimania at DC I was given the brush off.

Hi Chris, I confirmed that none of Indonesian (language Wikipedian) attended wikimania. Beside myself, I remember some other wikipedian admitted that they apply, none face forward and say: I got it. I still don't know whether it's visa problem or a plain bare and simple none approved.
Brushed off is not new in our dictionary, Indonesian have invented some of the largest brush I ever seen. We even take annual imunisation for this *grin*

I was in DC, but I suppose that means that although I have lived in Thailand for the past 14 years, I don't count?
There is more to Thailand than just Bangkok. It takes me nearly 6 hours to get to the main airport at Suvarnaphum' and that INCLUDES a domestic flight for part of the journey. From here to Manila and back would cost me around £360, and that's more than I'm prepared to pay for the pleasure of volunteering thousands of editing hours., especially as I will probably also have to fund my own journey to expensive HK next year.
But we're still forgetting the cost for all these people in the developing/emerging nations in SE Asiawhere the salaries and cost of living are only a fraction of Western salaries, until they have to pay for air fares that are are the same the world over - one medium hop from Thailand to Manila could be the equivalent of several months salary for a grade school teacher.
Rather than chapters having to organise a series of mini Wikimanias, shouldn't we be looking at finally getting some realistic funding from the Foundation for scholarships for the main annual event?

So far the conversations seem to veer around:

Are we looking at a small gathering like the chapters meeting in Germany or a larger group of wikimedians from the region?
Should we start a page at http://meta.wikimedia.org/wiki/Wikimedia_Asiapac_Meeting and start by defining its goal and objectives?
We should do as an annual event in APAC. In my view the need is compelling.

Anywhere else, especially the Philippines, would be far too far away even for me here in Thailand.
If it helps, Wikimedia Philippines contemplated establishing a fund to disburse scholarships to Wikimania for both Filipino and Southeast Asian Wikipedians in the past. It's allocated as part of our proposed budget for 2013, and should it push through we'll inform people in due time. (But don't keep your hopes up though.)

The acceptance rate for Asia-Pacific was low, and I think the number attended was even lower due to visas and other post acceptance issues. I havent seen any data for the geographic distribution of real life through-the-door attendees.

As far as organising a meet up here in Thailand is concerned, some of us have already tried. The last meeting comprised a Thai who actually lives in Australia, and a Brit who lives 750 km away in the Northeast who was prepared (and probably could afford) to travel down to the capital.
Excellent accommodation is available in BKK from as little as $10 a night for an individual room, food from a few cents, busses are around 30c a ride, and a 20 min taxi ride in the city less than $3.
I'd be happy to come down to BKK to meet any organisational Wikipedians on their way through.

It would be good to organise an event each year in an Asian country that doesnt have a chapter, where international attendees are helped by the locals but not like a conference where everything is taken care of - the international attendees take care of their own bookings etc. This will help those countries develop a core group who can start a chapter.

I'm still smarting from the feeling of gross disappointment in the huge waste of funds and junkets on the IEP (which I spent over 200 hours cleaning up), so if I sound rather jaded, it's because the Foundation's great leap forward into the Global South does not appear to be reflected in their spending of surplus funds where it's really needed - ie scholarships.

Good idea. But we have to consider about the city, because unlike Europe, Asian countries are separated.

My main concern as to the entire push of the Foundation into the Global South is that the strategy does, to an extent, seem to be misguided. I understand Brazil, the Middle East and India getting the most attention, as according to the Strategic Plan they have the greatest potential for project growth over the next five years of the plan's life, but it gives the impression that the Foundation has been derelict in its support of everyone else.
I would like to see an expanded scholarship program for Wikimania next year, but we must know first how many people the organizers want to have in the first place. Wikimania this year, if my memory serves me correctly, is the largest so far at close to 1,000 attendees. Are we aiming for the same number next year, and if so, what can we do to target it?
Anyway, back to the topic of this thread: if the Central and Eastern Europeans were able to get $17,000 from the Foundation for organizing their own little conference, I don't see why they wouldn't extend Asians the same courtesy for organizing their own regional conference, if especially two of the three regions that they're targeting for potential future growth are on this continent.

In my opinion, it is not helpful to group Asia-Pacific together for scholarship allocations, particulary in view of the huge disparities in the economies of the countries in that region. When I tried to address this during Wikimania at DC I was given the brush off.

I think there is a misconception that not many people attended, when the reality would be more like judging the size of an iceberg from what is seen above the water only.
One thing I do suggest is that then when people are moving around the region for whatever reason we should be encouraging them to allow a couple of hours to meet the locals if at all possible.

The malaysia visa concern raise is something that would need to be checked,
Thailand, Philipines are both options....
Why not just see what each place can organise before the end of the year 31 Dec, run with the best option decided by mid 15 Jan that give a clear 4 months to organise.

Hi everyone,
I don't see any reason why WMF would not want to fund such a regional conference. This is very much aligned with the strategic goals of the movement. I believe it will strengthen regional cooperation among the chapters in Asia and might act as a starting point of generating lots of new ideas for regional development.

I think Bangkok would be the most strategic point for Wikimedia communities. If they could just come up with enough warm bodies to organize it there that will be great, plus other Wikimedia communities could probably be in charge of other specific tasks in order to see the fruition of such a regional conference.

Yes, it would be ideal if volunteer Bangkokians can show up and help organize the meeting. However, this is unlikely in the current circumstance. My comments below is applicable not only to Bangkok but also to other Asian cities where local Chapter is not available.
(1) Hiring an organizer: this is probably for a big meeting or in a countries where prices are relatively low.
(2) Participants run the event by themself and help with bits and pieces like bringing your own name tag and some equipments. My impression of Wikimania 2011 is that not many people are from Haifa. People from Jerusalem (and other places) came to help and some didn't really know the city.
You can employ both startegies at the same time, for example, hiring a venue (+equipments) or securing them at no cost from a sponsor and having the participants do the rest of the jobs. This should require only minimal facilitation from local Chapter.

Agree hiring someone to organise is relatively cheap in some locations, also consider that many resort type accommodation venues offer a complete package for confrences that includes confrence facilities, accommodation and meals, which would mean it could be organised from afar with just a fly in - fly out approach. a simple 100 attendee event could be funded entirely by a grant with chapters and individuals just needing to arrange flights/transport

That would be a brilliant idea to hire an organizer. Maybe that would also spur interests among Wikimedians in Thailand to have a solid Wikimedia community. Pooling the minds of Wikimedians right now would be great to come up with a project program and a grant proposal. I believe this could be a WMBD, WMIN, WMID, WMHK, WMTW, WMMO, and WMPH joint project (just a wild idea), which could ultimately lead to a Wikimedia Asia block.

Hi John et al,
I'd be happy to attend a Bangkok meeting. It is probably 5-6 hours driving to Bangkok from where I'd be, and I believe I will have work at that time, so it would be best if it was on a weekend timed so that myself and others have a chance to get there.
There is a Wikimedia Thailand Facebook group that sees a fair bit of use. The discussion is generally in Thai, so I don't know what they are talking about for the most part. :) But it would be a good route to get some attendees.
I do have the option of a week's paid leave every year I am fairly sure. Consequently, if I'm able and can get funding I am probably going to attempt to go to Wiki Mania myself.

This will help those countries develop a core group who can start a chapter.

and you hear this from everyone who's been to one...Wikimania is an awesome experience if the opportunity is there you should grab it both hands... I think that an WikiAsiamania could be as effective and attendence more attainable for a lot more people.
Suggest that at this stage maybe we see who's willing to take on organising an event in Bangkok, and what kind of costs we could expect.

If the CEE meeting is any indication, that meeting was held three months after Wikimania. A pre-Wikimania conference would be wise (or even a post-Wikimania one), but I agree that we should be cognizant of Wikimania taking place in Hong Kong.

Hello,
Since HK organizers indicated in their bid proposal to bring together Asian Wikipedians and Asian Wikimedia chapters, a three hour regional and thematic groups specific meeting would be nice.
For example
Day 2
13:00 - 16:00 Blocked time for Regional and Thematic groups
Room 1 : Asia - Pacific Forum Room 2: Middle East and Africa forum Room 3: Iberocoop Room 4: Wikiwomen
... and so on
and then months or weeks before the conference they can discuss items to be discussed in that meeting.
Hi Josh and all, Nice to hear about the initiatives. It would be a perfect platform to discuss our common issues. I'll join the discussion in fb soon. Best, Ganesh

Hi guys,
There's talk right now on the Facebook group about a proposed Asian Wikimedia meeting, similar to the Central and Eastern Europe meeting held last year in Belgrade. What do you guys think?
For reference, information on the CEE meeting may be found here: http://meta.wikimedia.org/wiki/Wikimedia_CEE_Meeting_2012.

Just to come back to this discussion - which I didn't get around to replying to the first time ..
With WM2013 being in Hong Kong, I would probably avoid a separate Wikimedia Asia meeting/conference in 2013, and instead integrate it with Wikimania - either as a session during the conference, or an additional mini-conference before or after the main one. Maybe in other years we could have a separate WM Asia conference.
The problem with that is you may end up with a situation similar to State of the Map (OpenStreetMap's international conference). For the first three years it was in Europe. The fourth year (2010), it was again in Europe, but there was a secondary smaller one held in Atlanta (USA) a month later. In 2011, the conference was in Denver, but a secondary one was held in Vienna. In 2012 the main conference was in Tokyo, but secondary ones in Portland, USA and in Scotland.
For many people/chapters, time and money are both limited, so they may end up choosing between Wikimania or the Asian conference, which would only dilute both. Of could the GAC could fund travel for people but we would need to be very specific as to the benefits to the movement if they are to approve such a grant.
I think we need to focus on getting as many Asian participants to Wikimania 2013 for now and ensure we have a productive plan for the future :)

Charles Gregory Secretary and WCA Council Representative Wikimedia Australia
Compared to North America and Europe which have a tight concentration of reasonably wealthy countries, I think we should not lose sight of the fact that the Asia-Pacificc region contains some of the most wealthy and and poorest countries in the world. SE Asia was poorly represent at Wikimania 2012 - AFAIK I was the only Wikipedian from Thailand and I'm only a British expat living there.
I am therefore not confident that SE Asia countries will be any better represented at in HK than they were in DC. Hence I feel that a more local meeting , such as already suggested in Bangkok, would be appropriate - and with funding for those who still find the financial burden onerous.

Maybe we should organise something like the American wiknic, where people gather in multiple locations across Asia on the same day.
Schedule it before the Wikimania scholarship closing date so attendees can be helped submit their applications.

May be a rice party! since rice is the common staple in Asia, it would be a good idea to bring different food made of rice, to share with others. Just a wild thought. :)

I realise that the scholarships committee has an unenviable task, but I'm not wholly convinced that their decisions are (or have been) wholly equitable.
As I mentioned before, when I tried to bring this up at Wikimania in DC I was brushed off.

Frmo what I understand much of the funding for scholarships comes with certain requirements, which can increase disproportionate representation add to that the location of people who applied, visa restriction/conditions all of which do effect the end result of who gets scholarships, hopefull with it being soclose more will apply and with the lowers costs more will be able to funded
