Yes, it would be ideal if volunteer Bangkokians can show up and help
organize the meeting. However, this is unlikely in the current
circumstance. My comments below is applicable not only to Bangkok but
also to other Asian cities where local Chapter is not available.
(1) Hiring an organizer: this is probably for a big meeting or in a
countries where prices are relatively low.
(2) Participants run the event by themself and help with bits and
pieces like bringing your own name tag and some equipments. My
impression of Wikimania 2011 is that not many people are from Haifa.
People from Jerusalem (and other places) came to help and some didn't
really know the city.
You can employ both startegies at the same time, for example, hiring a
venue (+equipments) or securing them at no cost from a sponsor and
having the participants do the rest of the jobs. This should require
only minimal facilitation from local Chapter.
