The ESEAP hub is looking to support communities in the Pacific, Wikimedia New Zealand and Wikimedia Australia have been reaching out to the Pacific communities.  Ihhave included Belinda who is CEO of Wikimedia Australia and Victoria who is President of Wikimedia Aeotora, they should be able to assist you with developing your community and share their own experiences.

I'll bring your query to the ESEAP Interim Hub Committee to also reach out to you

I don't think there's a group specific to the Pacific Islands, but a fair number of Wikimedia ESEAP participants edit Wikimedia projects in Polynesian languages.
