cheap in some locations,
also consider that many resort type accommodation venues offer a complete
package for confrences that includes confrence facilities, accommodation
and meals, which would mean it could be organised from afar with just a fly
in - fly out approach. a simple 100 attendee event could be funded entirely
by a grant with chapters and individuals just needing to arrange
flights/transport

impression of Wikimania 2011 is that not many people are from Haifa.
People from Jerusalem (and other places) came to help and some didn't
really know the city.
You can employ both startegies at the same time, for example, hiring a
venue (+equipments) or securing them at no cost from a sponsor and
having the participants do the rest of the jobs. This should require
only minimal facilitation from local Chapter.
