I, for one, anticipate Wikimedia Japan to happen, although I expect
that we have a long way to get to the establishment.

Several long-time Wikimedians are interested in a Wikimedia chapter in
Japan to my knowledge.  However, we feel we'd better to start by
demonstrating what outreach activities can bring to the online
community, which has been already successful to a good extent with a
quite modest level of offline activities.  For a starter, we are
starting preparation for Wiki Loves Monuments 2013 (next year).

Lack of manpower and legal concerns are recognized obstacles for
years, too.

Perhaps it could be an inspiring material if we can collect some of
the best success stories from neighboring Asian Wikimedia chapters
regarding academic outreach, Wiki-training sessions, and the likes.
Do we already have one?
