Is this list intended to be only for (potential) chapter board members? If so, I would advertise it on the chapters mailing list.
Or is it for anyone at all interested in the development of Asian chapters? If so, I would advertise it on foundation-l and the Wikipedia Signpost. And then I would like to advertise it to the Wikimedia Australia members, too :)
