If the CEE meeting is any indication, that meeting was held three months after Wikimania.  A pre-Wikimania conference would be wise (or even a post-Wikimania one), but I agree that we should be cognizant of Wikimania taking place in Hong Kong.

Anywhere near the 2013 Wikimania wouldn't be wise, as Wikimedians would be in Hong Kong after all, I would anticipate GAC to suggest to just have a group discussion there in Wikimania. The date has to be far from the 2013 Wikimania.

You forgot Wikimedia Israel. ;)

Anyway, if we are intent on having a continent-wide conference before Wikimania (or after), at the very least we should all start deciding towards setting a date.

That would be a brilliant idea to hire an organizer. Maybe that would also spur interests among Wikimedians in Thailand to have a solid Wikimedia community. Pooling the minds of Wikimedians right now would be great to come up with a project program and a grant proposal. I believe this could be a WMBD, WMIN, WMID, WMHK, WMTW, WMMO, and WMPH joint project (just a wild idea), which could ultimately lead to a Wikimedia Asia block.

Agree hiring someone to organise is relatively cheap in some locations, also consider that many resort type accommodation venues offer a complete package for confrences that includes confrence facilities, accommodation and meals, which would mean it could be organised from afar with just a fly in - fly out approach. a simple 100 attendee event could be funded entirely by a grant with chapters and individuals just needing to arrange flights/transport

Yes, it would be ideal if volunteer Bangkokians can show up and help
organize the meeting.  However, this is unlikely in the current
circumstance.  My comments below is applicable not only to Bangkok but
also to other Asian cities where local Chapter is not available.

(1) Hiring an organizer: this is probably for a big meeting or in a
countries where prices are relatively low.

(2) Participants run the event by themself and help with bits and
pieces like bringing your own name tag and some equipments.  My
impression of Wikimania 2011 is that not many people are from Haifa.
People from Jerusalem (and other places) came to help and some didn't
really know the city.

You can employ both startegies at the same time, for example, hiring a
venue (+equipments) or securing them at no cost from a sponsor and
having the participants do the rest of the jobs.  This should require
only minimal facilitation from local Chapter.
