Yes. You will be refunded if you are not taken into consideration for
a scholarship.
However, if I am not mistaken, you can register today, and pay
tomorrow at the price of today, so you can probably delay the payment
until you've received notice of your scholarship.
For the record, this is only valid for people with pending scholarship
accceptance, other people will need to pay within reasonable time of
their early bird registration (2/3 days) to see their registration
confirmed at early bird price.
