For funding meetups or related expenditures, an affiliate can apply by 31st July at https://meta.wikimedia.org/wiki/Wikimania_2021/Scholarships

For non-affiliates, or small group of Wikimedians it may be requested through a traditional WMF rapid grant.

For Wikimedians who will host a meetup, WMF funded or self funded can post an enquiry to the organizing committee at 
https://wikimania.wikimedia.org/wiki/2021:Submissions/Help_desk or at communityevents@wikimedia.org
