September, as it seems there will be a lot greater availability of
accommodation then (at least in Oxford). Does anyone have any idea how
much pushing it back into early September would aversely affect
attendance? Are there any other reasons for the old July to mid-August
guidelines?

Yes -- as others have said, some universities (in the U.S., maybe
elsewhere?) end as late as mid-June, while other universities start as
early as mid-August. We were trying to take advantage of the break
period for as many people as possible. (Unfortunately, this is also
the peak time for airfares and demand on things like student hostels).
