Not a google+ forum, but lemme pause here for second to explain: If you create an account on Google, you automatically have a google profile page. However, to be on google plus you will have to upgrade your profile (a process that takes place the first time you visit plus.google.com when logged in.)
Thus, all google account holders have a google profile but not all are on google+
The users i'm talking about are not the ones have google profiles, i'm talking about those who've upgraded from google profile to google plus, like myself.
And you doubt that stats?

To be honest, i do ;) I accidentally have a google plus account on 2 google accounts (including this one) when I actively attempted to have it on just one. However because of the amount of pushing that google was doing I twice got caught with "oh, wait! I didn't meant to do that!" actions where they snuck in an google+ account upgrade without me noticing while trying to do something else.
That said the real question isn't how many people are on the service but how many people use it actively, how many people use it exclusively and how many people prefer it over their other social networks. While we use it at the foundation I personally decided it wasn't worth my time or effort. To few posts and what I saw was almost all mirrored to some extant or another on other social networks. It also really got in the way of the fact that I had multiple google accounts (1 connected to work and 2 personal that actually dump into the same box) since it steadfastly refused to let me put them all on the same G+ account.
It was a great idea but I haven't seen it to be worthwhile yet and I wouldn't actually blame anyone who decided to skip it when trying to do a social media presence with limited resources.
