In general one is always free to upload a new version of a Commons. Of
course, since the winners of the national WLM contest have already
been submitted to the international jury the new picture can not
participate in WLM 2013.
In the case that the picture has been selected for participating in
the international contest I would wait if possible until the
international jury has done its job (cfr. Lodewijk's e-mail about
moving files and the jury tool).
