Sorry for keep bothering you. But when I try to follow the instructions to instal it by http://wlm.wmflabs.org/cn, it a 404. I'm just little confused about the process

Hi Addis,
that is probably because no install has been set up for China. (I see you requested it on 18 October).
Given the current timeline and the time required to set it up, and the number of pictures submitted for China (about 3000), it might be more workable to simply do it manually: ask all the jury members to go through the category, and select 10 or 20 of their favorite pictures. This is probably a few hours work for each of them. Then you can put those together, and use that to manually set up a top-10.
Please note that there is a strict deadline on October 31.

I actually sent the request earlier by Email to David about the jury tool, and he replied that Your tool is now set up, follow the instructions I sent to the list
So that's what confused me. But we will have it as plan B so me can catch the deadline for sure

OK, because it is not in the index: http://wlm.wmflabs.org/ . So I suspect there is a confusion which country you're talking about perhaps? Or what country code should be used? (China = CN)
