Hi everyone,
Some users from inside Iran have experienced problems uploading pictures using UploadWizard. We'd like to understand if this can be a problem on the server end and/or if this is something you've had experience with in the past?
Here is what we have learned so far:
1) At some hours of the day the uploading works just fine, at some hours it doesn't (and we can't figure out regularities in the hour patterns). The tests are done using the same ISP, OS, and browser for consistency.
2) On Chrome from iOS users see this error: http://imgur.com/48kwWn2
3) When the user uses VPN, it works (but uploading with VPN is slow and they prefer not to do it.)
Any hint is appreciated.

What step of the upload wizard is this? Is it expected that the "id" parameter uses non-arab numbers?
Debugging the network is probably useful. MTR is the standard way; if the user really only has iOS, available software looks very ugly, but something like https://itunes.apple.com/us/app/inettools-network-diagnose/id561659975 might be ok.

Is it all uploads, or only for the wizard? You could try the old upload form (I think it's still active?). Also, you could try to upload to a local wiki.
Testing different (local) ISP's might indeed also be a good one.

Yes, we set it to EN for all the tests we did. The users who reported issues may have had FA but I'm not sure.

This happens as soon as the users click on the icon in the tables to upload the picture, so: in the transition between a cell in a row of a table in fawiki and the first step in Special:UploadWizard in Commons (Upload).
I'm not sure about the possible issue with the id numbering system.

I'm not sure about the details of how VPNs work, but just to be clear, we tested the VPNs using the internet provided by the same ISPs.

The first steps when debugging such a problem are using ping and traceroute, to see if you can reach the server and if not, where it stops.

By the contrary, try to use a different ISP to learn if the problem is on the server or on your end.

I should have mentioned this: all tests were repeated for 3 ISPs.
If it works trough VPN, then most likely is your ISP at fault.

A VPN works like an encrypted tunnel that goes trough your ISP to a different one and then you access the internet like you are a customer of the other ISP. A main use for VPNs is whn there is a content filtering or a configuration issue at your ISP, so you use the VPN to go around that.

We did some experiments with IE and it has been working consistently across ISPs so far, in situations that Chrome and Safari did not. I'll see if we can find more information from the ISPs. I'll update here if I learn more.

Sorry. I should have mentioned this. We were curious how IE on Windows does, and that's why we entered into the tests. (So this wasn't IE on Linux or iOS :-)
