Opening up some of the upload forms right now allready is not that big of a problem is it? The forms from last year (at least for the Netherlands) is allready open for 2 years now (since WLM 2010) and also gets used a lot outside of september, making it easier for participants to keep uploading pictures. There is a clear message in the banner that the pictures outside september will not participate in WLM (and the templates do not get added).
