that is probably because no install has been set up for China. (I see you requested it on 18 October).
Given the current timeline and the time required to set it up, and the number of pictures submitted for China (about 3000), it might be more workable to simply do it manually: ask all the jury members to go through the category, and select 10 or 20 of their favorite pictures. This is probably a few hours work for each of them. Then you can put those together, and use that to manually set up a top-10.
Please note that there is a strict deadline on October 31.
