OK, went through ~1/3 of that list. Quite boring :)I found mostly users from France and Germany that uploaded images from monumental buildings but that did not participate with WLM. Some from Spain. May be worth the effort to ask them if they're aware of the competition, and whether they are trying to participate. They upload typically quite a lot of photos, and are not newcomers. For the record, there were 7332 uploads (7451 including bots) that did
embed {{Wiki Loves Monuments 2017}} template.
I don't know who would volunteer to review them, but if there's
interest, a tool could be done to provide such lists.
