I think I would be able to create at least a draft, maybe a full product of this system. What's the deadline you are looking at?
The tool is interesting but it should solve some questions:
a) when it can be ready
b) how big can be the local DB
The last question is important because there are some countries with few hundred photos and some other countries with 10.000 - 20.000 and probably 30.000 photos.
To have boazooka to kill ants, it doesn't make sense.
