To answer your questions: 
* I'm actually not sure if there's another list in Nepali. But those lists are language sensitive, so having an English list on newiki wouldn't make a lot of sense. I guess you also wouldn't appreciate those on frwiki? ;) That being said, there are some 123 languages being spoken in Nepal. 
* The lists for Kosi have been restored before the admin realized it was 200+ pages, and decided it needed more discussion. But the good part is that you can now see what all the other lists look like. It is also an opportunity to show what they can become. An example would be the Indian list I linked, I think. But it needs some creativity.
* There is a source, in Nepali :) It is linked in the list of lists (of lists)

* why go on enwp (which is notoriously complicated, and more and more so) and not on newp - it would seems more logical and it's probably easier there ?

A while back we discussed the lists in Nepal. Unfortunately someone at enwiki deleted them a few days ago (see some notifications here) because the 'draft has not been edited for six months'. A requirement I at least wasn't aware of. These articles were moved from the project namespace to the draft namespace last year, after this discussion

Right now, a discussion is ongoing how to resolve this on admins noticeboard, because apparently it's normal to delete 200+ pages immediately, but restoring them requires discussion :) Some helpful suggestions and actual help to turn these drafts into normal mainspace lists would be appreciated. 

I assume it should be possible to turn these lists into encyclopedic lists, given that there's a good reference available (see the main list of lists). An introduction similar to that of Indian Monuments should also be doable. 

Any takers?
