The service is up as of now (I just tested).

Regarding timelines: We will send out a more detailed email by
tomorrow but generally: yes, Montage is on track and you should be
able to start your jury process on October 1 and 2. montage-beta, the
system is used last year is there for sure, we are working hard to
bring the latest release of Montage to life by October 1.
