correct, if you want to be more precise all countries used their local time, except Russia - Russia started at 0:00 UTC+4, and ended 0:00 UTC+0.

I have translated to UTC what Lodewijd said: "For Switzerland, images submitted in July, August or September 2011 (starting time is in UTC+2, closing time in UTC+0)." I assume for other countries that starting and closing time is in local timezone, so the question is to confirm if for Switzerland the closing time is UTC+0 (2011-09-30 23:59 UTC) or UTC+2 (2011-09-30 21:59 UTC) as other countries in CEST timezone.
