Below you can find my comments:

Brazil
Juliana, it is okay for your monuments to belong to multiple lists. In your case, you can create three top level entry points for lists by the National Institute of Cultural Heritage Preservation, the States and the Municipalities. This way, participants may have multiple entry points to a single monument, which is fine. :) This being said, please document this clearly, as when the data is going to be transferred to Wikidata, we may need to be aware of this.

Ukraine
Vira, this is an important question and something we should address with the Wikidata community. :) André works on transitioning the data to Wikidata and it would be great to hear his thoughts here.

Nigeria
Shola, you are already being helped by others which is great. :) Three more things to share: 
1) Please make sure that there is no official monument ID. If you have doubts, please ask a bit more. It's best for us to use the official numbers when they exist. :)
 
2) You can read about the use of unique identifiers and how to define them here. That link refers to the same link Vicenç mentioned earlier and it tells you a bit more as well. 

3) In the case of Nigeria, my suggestion is for you to wait for Romaine to work with you to create the lists on Wikipedia (Follow up at https://phabricator.wikimedia.org/T140583). After that, I'd like us to have a discussion with André to see what the best way to create IDs for Nigeria is. We used to recommend creating IDs to countries when no official monument ID existed, however, now that Wikidata is more present in our ecosystem, it's not clear that we should do that. We may want to create the lists on Wikipedia first, make sure that each monument on the list has a corresponding item in Wikidata, and then potentially use that Wikidata item number as the unique ID for the monument.

Thanks. Vira. It is my first time in WLM Brazil and I hope that me and my volunteer colleagues can find a good solution. As you said, maybe it is going to be easier to follow the lists with the highest rank. And about the Wikidata, I hope we can have time to work on there too. Hi,

I can put here a little about WLM in Ukrainian. Just as in Brazil, our monuments appear in lists of different levels with different IDs.
Moreover, official IDs are not unique through the state and may repeat in different regions.
We created our own system of giving IDs to monuments. We would like to save them because the system we cteated is very convenient. But, being original research, these IDs prevent us from transferring all the lists to Wikidata. 

If you have official IDs, use them (I guess).
If there are several of the them for the same monument, it may be reasonable to take the ID from the list with the highest rank.
If you can advise us what to do with on-wiki-created IDs concerning Wikidata, I will be happy :)

I don't speak on behalf of WLM UA orgs, just on my own.
