The top-level domain is of course not obligatory, just as the whole timeline is supposed to be an advice.
We are aware of the situation in many countries which does not allow one to register a domain without having a trademark, so you are free to register another domain in such a situation or use a subdomain of a domain you own.
On the other hand, if there is a possibility to register this domain, I (we) would strongly suggest to do so, even just to protect it from squatting if you're going to use another one.
I think that the Polish Wikimedia chapter would be more than happy to support you in buying this domain and giving you a bit of server space on our toolserver to set it up.
