I hope that there will be a solution sooner.

Making a small analysis the national contest should give the lists of photos before the end of October, so it means one month to have the local ceremony, to have the final selection and to setup a tool for the jury.

So the pre-selection should be ready at least the first weeks of October. Basically it will be a day-by-day pre-selection during September having some weeks in October to close the process.
