I'm sorry, I still don't understand the problem it seems... If I follow Platonides, the actual problem is in your monument lists, and not in the upload form?

In this case placing 'невідомий' (unknown) in the field 'Початкове
значення для поля з ID' (Initial value for the ID field) would be the
most simple solution.
