In my opinion it would be good to understand the behaviour.
The 30 September was Sunday and probaly someone was out to take pictures, afterwards he tried to upload them and the upload was slow.
In my opinion it would be good to understand if this person has started to upload at 11:55pm or this person has started to upload 3 hours ago and the pictures, uploaded after the event, were part of this process of uploading.
What I would say is that the upload wizard is extremely slow and sometimes it hangs.
I used Commonist and suggested to use Commonist for mass uploading.
My experience is that if a tool is not efficient, the user cannot be "incriminated" for the inefficiency of the tool.
As national organizer probably we will evaluate in these terms, if someone was uploading pictures some hours before the contest and he has finished 10 or 15 minutes after midnight, they pictures can be accepted, if he has finished an hour after, probably he started too late his uploading.
The upload of a picture in high quality with the upload wizard can take also 5 minutes if the upload wizard doesn't hang, 10 minutes if there is a problem and the user must restart the upload, it means IMHO that 15 minutes after midnight is not a problem.
