1. I think because there is none. -cn means that a team in that country has re-written
this license based on the standards of China. I don't think that did happen.
2. Uploaders fill in the ID of a monument in the field in the upload wizard. See for
example the template used in another campaign (wlm-nl):

3. Yes it is necessary to have the field because in that way it is easy to identify a
particular monument. Also there is a monument database used by bots so a lot of tools and
use is available.
