I've heard that for this kind of tasks, typically a tool like Powerpoint is
surprisingly useful. You can re-use the text fields etc, and only have to
copy & paste some things. The slideyou can set to the exact format of your
expected print. Another option is Publisher, but this is less likely to be
available. Both are non-open-source products though - I haven't used their
open source counterparts very recently.

I'm not aware of any tool you can use for batch processing this. If no one
else comes up with a tool or code you can use here, feel free to create a
spreadsheet, add a few columns that you need to be filled, and share it
with us. Some of us may be able to help you fill it out. For example, doing
what I /think/ you want to do for 4-5 countries is not very hard for me.
