It’s to identify images that have not yet been screened. We are expecting (or at least hoping) to get too many images to give directly to the jury, and will be doing some pre-filtering as the competition goes on, on a daily basis.  

If we have a working jury tool, these maintenance categories can be used to upload batches of images for pre-screening. If not, we will have to work directly in Commons.
