Is it all uploads, or only for the wizard? You could try the old upload
form (I think it's still active?). Also, you could try to upload to a local
wiki.
Testing different (local) ISP's might indeed also be a good one.

What step of the upload wizard is this? Is it expected that the "id"
parameter uses non-arab numbers?
Debugging the network is probably useful. MTR is the standard way; if the
user really only has iOS, available software looks very ugly, but something
