I just wanted to double check that someone was on top of the central notification/banner for the start of the competition? If so which wikis is it planned for?

Also when I'm checking is there a planned central notification message going out to participants at the end of the competition (via their commons talk pages). Is there also something similar planned for participants of last year prior to the start?
