This happened to me as well and I was told by the app folks that it is a test wiki issue. If you don't have an account there, you will get the "permission denied" message. If you have a universal log-in account, you should be fine. My Matthew (WMF) account is universal and I was able to upload. My Almonroth account is not, and I kept getting the "permission denied" error message.

In my instance, I didn't have to create an account. I only logged
in using my global wikimedia account and it just worked.
