Many thanks for your reply, sorry that I did not look up the settings for myself, they are difficult to find. The performance is much better now or I had good luck, so that I could see the banner even as an anonymous user. The percentage of 75% is ok for our purpose.

Hello,

The banners are set in the settings to be shown to everyone (logged-in and anonymous, and all available platforms) living in the countries that participate, but are only shown 75% of the time.

Maybe caching is for anonymous users a bigger issue?

the same problem seems to happen to the Austrian WLM
banner in de.WP. It is not only that there are other banners
to be shown, which is ok, but IPs (anonymous users) seem not
to be enabled to see the banner at all. But it would be
important to show the banner to new readers as well. Please
check the setting of the central notices.

I saw a fundraising banner. The fundraising goes on almost
all year
long; WLM banner is not at full capacity (you have to check
on
[[m:Special:CentralNotice]] what the weight of each banner
is to get the
proportions).
