in some countries it is harder to find a good jury than in others. Especially when the Wikimedia community there is relatively small, it can be a real challenge. 

While every country can set up the jury as they like, please be advised that there should be a minimum of 3 jury members always, and that jury members shouldn't win a prize or nomination they judge upon - to avoid conflicts of interest. Last year we had a few countries where it was not possible to find three dedicated non-participants from that country. We helped them from the international team, to find jury members who lived in other countries. 

If you are willing to help out such a country with jury duty, or if your country is in need of an external jury member, please contact me or just send an email to this mailing list. That way we can connect interested people with countries in need of good jurors :)
