In Germany, we download all the pictures, put them on USB flash drives and send them to the members of the jury (due to the large number, each jury member will get an eigth of all uploads). That way, they can do whatever they like to rank them (delete some, create different folders etc.) and don't have to download or even click through thousands of Commons pages.

Something similar might work for smaller local contests as well, you could create a zip-file for example that the jury members can download.
