It means that, if there was an email in Commons, the user would be
accepted. The regulation has been published some days after the start
of the contest so we may be "flexible", so it means that there should
be at least a link to the user in another portal and we can spent some
time to contact him, but *at least* the email in Commons or everywhere
is a *must* to don't be excluded.
It's important, in my opinion to do it respectful of some other
participants who followed the regulation.
