Hi, that's a great idea. 
In Italy we have kinda the same problem, 
but we are currently discussing about the "legality" of taking coordinates from Google Maps. 
We have several members which are from Open Street Maps and they say that is is *illegal* 
(IANAL, so don't discuss with me :-).

Maybe if your tool could take the coordinates from OSM we could solve every problem.
