I'm not sure to understand what you mean by "we don't have the latest updates in our lists" but yes, this seems correct.

In fact, I did something similar today: I added the {{Wiki Loves Monuments 2019|fr}} for photos of a monument in France. The context was : the person clearly did a mistake and used the campaign for their first photo but the usual uploader for their next photos (of the same monument). So adding the template "reintegrates" these photo inside the competition.

I assume that manual tagging means you upload a photo to Commons like you normally would do. Then you go back in and add a tag. Can someone confirm that it is this one:
{{Wiki Loves Monuments 2019|country-code}}
