That's because adm1 in monuments_all has only space for 7 characters.
(are city names being stored there, now? They should be provinces,
ideally the codes from http://en.wikipedia.org/wiki/ISO_3166-2:RS
I guess the Општина field (district) is storing the names of those places?)
Platonides is correct - what is more, we cannot show latin characters (or translations) for those names since they are hardcoded, static names. If the values get changed to the iso-3166-2 subdivision codes, then we will be able to display the region names in a user's language/alphabet (provided we have the appropriate translations).
