Hi,

ideally, it would be to call the government and ask if they dont have an identifier hidden somewhere. 

A second option would be to invent an identifier, but dont make it too prominent in the table - but make it easy to find for uploaders.

Do all monuments have an adress? Can postalcode+streetnumber be unique enough
perhaps (like in NL).
