It is up to local organization to decide about local rules. In my opinion this is an extra stuff for the jury to decide if it worths as natural heritage not registered. If such a photo is selected as finalist for the international round, I think it should be ok if it is well documented.

We in Macedonia have request from Wikipedians photographers: in the list of natural heritage recognized by the law, to add "other" - beauty of the nature, which are not include in the list.
Is it OK with the rules of the contest?
