have you considering asking (experienced) Wikimedia Commons users to be a part of your jury?

we had User:Mattbuck as one of the jury members and he wasn't supposed to come to Ukraine, Ilya has developed a jury tool, and all jury members were selecting the files with the help of it

it's great to have local volunteers as jury, especially photographers
