I did a quick check through funded rapid grants over the last 2 years.
Although there's no precedent for asking for advertising money in rapid
grants (they're typically requesting catering and wifi money for
editathons), our grant is actually much more similar to a small "Project
grant <https://meta.wikimedia.org/wiki/Grants:Project/Browse_applications>".
Those include quite varied requests (e.g. salary, travel, equipment for a
WiR
<https://meta.wikimedia.org/wiki/Grants:Project/John_Cummings/Wikimedian_in_Residence_at_UNESCO_2017-2018>
).

We could put advertising costs as an "optional" expense line. The WMF could
then decide whether it was willing to fund that line without it
jeopardising the rest of the budget.
