Would introduce a minimum quorum to pass votes and expand eligible voters

New editor applications - discuss & vote (deadline 9 June)

As always, it's good to have as much input as possible on new applicants

Eligible voters:

Current editorial board members, associate editors, administrative board members
Peer reviewers who have completed at least one peer review for a WikiJournal
Authors who have completed at least one article published in a WikiJournal
Registered Wikiversity users with at least 30 edits pages of a WikiJournal
