if I understand it correctly you suggest setting up
www.wikipedia.is and
send all queries there to is.wikipedia.de.
The main reason we want this now is
that we indent to send out a press
release about the 1 million articles plus our own little paragraph
about the Icelandic wikipedia. Having wikipedia.is would go down
better with the Icelandic press than some .org domain due to reasons
specified in the original message.

http://is.wikipedia.org to
http://www.wikipedia.is both in interwiki
links and in in line text.
So the traffic would still
cost more because people end up at
wikipedia.org but the most of the
non-geeks will visit the site because its TLD is .is?

Yes, however i meant not to setup a redirect domain but
change the
official domain from
is.wikipedia.org to
wikipedia.org, if we just
wanted a redirect we could set that up ourselves without any
assistance from wikimedia.
