Ideally, a category tree should be sufficiently well-organised that people don't need a portal, a "list of" article, article series templates and so forth - you should be able to start at the main category and find what you need, or stumble upon an article in a subcategory and find your way through a well-organised category tree. We're trying to do this with WikiProject Scientology - organise it in an NPOV presentation without having to use project-specific style guidelines. Having to use these is IMO a failure. Not always a major or avoidable one, but a failure nevertheless.

Division into Wikiportals and Portals is an artificial one. When I created the first portal, I just used the name used in Polish Wikipedia (Wikiportal), even though the Polish ones were originally based on the concept of Portals from German Wikipedia. All Portals *should* be aimed at both readers and editors.
