Under wich circumstances it is allowed to rename usernames/useraccounts without asking the user?

Have you read [[Username]]? I think the short answer is you're supposed to warn them if it's really offensive, and if they don't change it themselves, it's ok to change it for them.

I don't think the GFDL has anything to say about it as long as the user gets credited for any 'contributions'
